Section One

 Structure of the Office of the Chief of the Main Staff 

                       

Division of the Office of Chief of Staff

Article 62

The Office [upravleniye] of the Chief of Staff is divided into two parts, namely:

  1. Quartemaster Service [kvartimeisterskuyu]
  2. Duty Service of the Army [dezhurstvo armii]

About the Heads of the Quartermaster Service and the Duty Service

Article 63

The Head of the Quartemaster Section is Quartermaster-General. The Head of the Duty Service is Duty General.

Division of the Quartermaster Service

Article 64

The Quartemaster Service is divided into two Sections, of which:

  1. [First Section] makes all preparatory arrangements necessary for military operations
  2. [Second Section] carries out these arrangements and maintains all confidential affairs.

Division of the Duty Service of the Army

Article 65

The Duty Service of the Army is divided into four section, of which:

  1. [First Section] maintains army rosters and announces orders
  2. [Second Section] manages Army Police
  3. [Third Section] handles current cases and sentences of the [Military] Courts
  4. [Fourth Section] issues orders on Hospitals

Each section is managed by a separate Head [nachalnik]

The Heads of Sections are senior Adjutants

Internal Division of Sections

Article 68

Those Section, which handled a large number of issues, can be divided based on types of issues and on the Commander-in-chief’s discretion, and assigned to various senior Adjutants, of whom the most senior is the Head of the Section.

 

Section Two

 Authority of the Quartermaster-General

 

Authority of the First Section of the Quartermaster Service

Article 69

First Section of the Quartermaster-General’s Office deals with the following:

-         Gathering all information about regions where a war is conducted.

-         This information includes:

1.      Best maps and military-topographical descriptions

2.      Reports on means and riches of a [specific] region

3.      Reports on the size of population

4.      Historical notes on prior wars in a region occupied by the Army

5.      Exploration of sites in the Army’s rear

-         Note: This Section is handles graphic [chertezhnaya] and campaign [pokhodnoye] drafting of maps.

 

Authority of the Second Section

Article 70

Second Section of the Quartermaster-General’s Office deals with the following:

-         Dispositions for battle and movements

-         [Preparing] instructions to Commanders of separate forces

-         Conducting reconnaissance

-         [Organizing] troop marches and movements

-         Deploying camps

-         Selecting of battle fields

-         [Putting forth] proposals to reinforce battle fields

-         Setting up temporary and winter quarters

-         [Preparing] daily notes and relations on military operations

-         [Preparing] a list of general nominations to awards for military accomplishments

-         [Maintaining] confidential correspondence related to military operations.

 

 

      Section Three

 Authority of the Duty General

 

Authority of the First Section of the Duty Service

Article 71

First Section of the Duty Service deals with the following:

-         Passwords [parol], slogans [lozung], calls [otzyv] and signals [signal]

-         Orders [prikaz]

-         Official Ordres [naryad]

-         Orders of the Army’s movements

-         Rosters of troops and related ranks

-         Reports on number of people

-         Field typography

Authority of the Second Section of the Duty Service

Article 72

Second Section of the Duty Service deals with the following:

-         Orders on prisoners of war

-         Distributing and supplying of the troops in detention

-         Circulating guarantees [zalog] and issuing guarantee lists [okhrannykh listov].

-         Managing mail

-         [Supervising] military roads

-         Receiving and dispatching couriers

-         [Maintaining] a list of all ranks in the Headquarters

-         Assigning accommodations for the Headquarters

-         Providing the Headquarters with pay, rations and provisions.

-         [Maitaining] a list of cantinières [markitanka] and others trading in the Army.

-         Taksa or setting prices on provisions and other goods

-         Convoy of the Headquarters

-         [Gathering] information on all supply trains of the Army

-         [Handling] all orders related to Hewaldiger-General and Wagonmeister-General

 

Authority of the Third Section of the Duty Service

Article 73

Third Section of the Duty Service deals with the following:

-         Maintaining relations with Intendant-General of the Army and Chiefs of Artillery and Engineers

-         Resolving various kinds of suggestions

-         [Maintaining] correspondence on all details on internal service with the Ministry of War, Corps Commanders and all bodies and persons of the Government within the Empire.

-         Issuing passports and passes

-         [Issuing] furloughs [otpusk]

-         [Handling] resignations [otstavka]

-         [Supervising] distribution of persons entering service

-         [Handling] court-martial

-         [Handling] confirmation of sentences and their execution

 

Authority of the Fourth Section of the Duty Service

Article 74

Fourth Section of the Duty Service deals with the following:

-         Setting up Hospitals

-         Supervising hospitals

-         Distribution of chaplains

-         Maintaining lists of deceased

-         Departure and transportation of sick

-         Validating incapability [for service].
