The Commission [on Drafting Military Statutes and Regulations],
acting on Your High Imperial Majesty’s order, has drafted the Statute of Military Regulations for the Large Active Army.
Starting with the original plan and through the final revisions, this Statute was developed and revised under the direct guidance and commentary of Your Majesty: therefore I will not explain the reasons
or goals of this document, all of which are well known to Your Majesty and will limit myself to submitting it for your approval.
